FORUM OF RETIRED DIPLOMA ENGINEERS (DORDE – INDIA)
Introduction
Under the holistic & socialistic approach, AIFODE announced the formation of “Pensioners’ Committee” within its ambit vide letter dated 10th March 2011. Er. S.S.Dubey as its Chairman & Er. Arun Kumar as its Convener. Later 5 more members were added vide letter dated 27.12.2011 and 12.02.2012 making a total of 11 office bearers of this committee.
The Committee started functioning right from the day the nomination was made. The committee persuaded the State Constituent units to form :Pensioners organization” at state level and nominate active retired personnel as its office bearers. The first person who responded to the task was none other than Er. R.S Bhadoria erstwhile president of AIFODE & MP, Diploma Engineers Association as well. Member in large numbers attended the meeting enthusiastically and felt the necessity of a dynamic, effective, serving & fruitful. Pensioner’s organization and they also pronounced all sorts of helps for any such goal.
Formation of Retired Forum of Diploma Engineers
AIFODE Executive Committee Meeting was organized in Lucknow (U.P) on 24th & 25th Sept., 2011. Draft constitution both for National level & State level body were distributed in the meeting and state constituents were requested to send their valuable suggestions to the AIFODE office. Bihar, Maharashtra sent their suggestion. Er.F.C.Jain, Delhi, Er.D.P.Jain, Er. Amarnath, U.P also proposed some important points for inclusion.
In the Executive Committee meeting of AIFODE some members e.g. Er. S.P. Srivastava, President U.P, Er. Arjun Yadav from Bihar & Er. R.P. Sharma, General Secretary from Haryana raised some query against the formation of separate Pensioners body. To resolve the issue 5 member committee under the Chairmanship of Er. S.P. Srivastava was constituted. General Secretary, Bihar, Odisha and Assam along with Er. Arun Kumar, Convenor were nominated members of the said committee, vide letter no. 922/AIFODE/Nomination/2012 Dated 24.11.2012. The Committee was asked to submit its recommendation on the organizational setup, duties and responsibilities of the pensioners body within a period of two months. AIFODE’s national council meeting took place from 20th April to 22nd April 2013. The said Committee did not submit any report on the said subject except Er. M. Rajbongshi, General Secy, Assam
AIFODE’S Executive Committee meeting was organized in Karnal (haryana) on 7th and 8th of June 2013. In this meeting, the pensioners present there, requested the august house to allow them to organize a national level meeting in Dutt Bhawan on 17th & 18th of August 2013. The Executive Committee allowed us free of rent accommodation for two days for the said meeting.
Meanwhile we revised the constitution on the basis of the suggestions received earlier. The revised draft was sent to all constituent units of AIFODE for purposeful suggestions. Er. S.C. Raje has made significant observation. The matters were also discussed in length by U.P and Bihar leaders.
The pensioners Committee in its tenure from 10th April 2011 to 21 April 2013, made visits in many states either jointly or singularly. These includes Assam, Bihar, Maharashtra, West Bengal, Punjab and Odisha. We tried to form zonal level committee in the states. We made 2 zonal level tours in Bihar and 14 zonal tours in U.P.
Two receipt books no- 101 & 114 were issued from the Central Office of AIFODE to Er. S.S.Dubey for raising funds.
First Meeting of National Forum of Retired Diploma Engineers
First Meeting of the Forum was convened by Ex- Chairman Pensioners Committee, AIFODE on 17th & 18th Aug’ 2013 at Dutt Bhawan, Delhi. In this meeting the detail deliberations were made on the formation of National Forum of Retired Diploma Engineers. All the delegates expressed the need of having an apex organization of Retired Diploma Engineers at the National Level. The house unanimously resolved to form the National Forum of Retired Diploma Engineers.
Discussion were held regarding the working pattern of the proposed forum. Draft Constitution was circulated and it was decided that a Committee comprising of Er. T.V. Gomathinayagam, Er. S.S. Dubey, Er. Arun Kumar and Er. S.C. Raje should discuss in details the said draft constitution and submit its report in the house by 18th Aug 2013. The Committee formed to discuss the draft constitution submitted it’s report and recommended to accept it with the corrections proposed. The house unanimously accepted this recommendation and adopted the constitution.
The house resolved to affiliate National Forum of Retired Diploma Engineers with AIFODE to have a firm tie, cordial relation & integrity of all the Diploma Engineers. The house formed a team of senior stalwart leaders Er. Brahm Dutt, and other members of AIFODE to recommend the names of proposed office bearers of the Forum for election. Second Meeting of Forum of Retired Diploma Engineers (India)
In the Executive Committee meeting of Forum of Retired Diploma Engineers held at Lucknow on 12th Nov, 2014. The Secretary General submitted the organizational activities of Forum. He informed the house that the proposal of registration of Forum of Retired Diploma Engineers (FORDE-India) submitted to the Dy. Commissioner, Delhi which was forwarded to the Ministry of Food and Consumers Affairs in Oct’ 2013 for clearance of the name under S.R.Act 1860.
He also informed the house regarding the affiliation to the Bharat Pensioner Samaj, coordination with JCM (staff side) for allied matters of pensioners. Er. S. S. Dubey’s nominated in the Managing Committee of the B.P.S as well as Chairman of the Committee for Co-ordination of various associations for 7th CPC in JCM. He also informed that every demand put forth in the Memorandum submitted to 7th CPC by the Forum as well as the Memorandum by AIFODE were duly discussed with J.C.M. He also informed the house that request for oral interview from the CPC has already been made & there is no further development notable in CPC.
The Pensioners’ organization based on Diploma Engineers at National and State level is just a pioneer experience for the most of us. It will take some more time in streamlining the things. Our Moto remains HELP THE HELPLESS.
Construction of FORDE BHAWAN
The permission to construct the own building of the Forum in Dutt Bhawan, Delhi premises was kindly approved by the AIFODE in its Executive Committee Meeting held on 1st Nov 2014 at Karnal (Haryana). The very next Council on 31st Jan’ 2016 also approved the said proposal unanimously.
The foundation stone laying of FORDE Bhawn was held on 9th Dec’2014 by the auspicious hands of Er. Jual Oram Ji, Hon’ble Minister for Tribal Affairs, G.o.I.
For proper and efficient supervision of the work, Building Committee under the able and experienced Chairmanship of Er. R.C. Srivastava was notified on 9th Dec’ 2014. The expansion of Committee with the members from various states was further notified on 7th Feb 2015 and 7th July 2015.
The building work was be started after demolishing the old room. Due to rains this work could not be undertaken in time. The construction work of building started in the month of July 2015 and completed on 21st May’ 2017. In the FORDE Bhawan, the Office cum Hall was constructed on Ground Floor and 2 Suits with attached bathroom, Varandah, Lobby and Kitchen were constructed at the 1st Floor. The suits are well furnished with Bed, Curtain etc. One suit with AC and other one is Non AC. To complete the FORDE Bhawan, the states like Assam, Bihar, Gujarat, Haryana, Himachal, Jharkhand, J&K, M.P, Maharashtra, Odisha, Punjab, Rajasthan, T.N, U.P, Uttrakahnd, W.B, Delhi, Chhattisgarh and Karnataka subscribed.
The Inauguration of the FORDE Bhawan took place on 22nd May 2017 by Hon’ble Jual Oram Ji, Minister for Tribal Affairs, Govt. of India and Patron, AIFODE. Grih Pravesh (House Entrance) worship started at 9:00am. Hon’bel Minster also joined the rituals and particiapted in all other programmes.
There are some unique & pioneer features which depicts the character, enthusiasm, risk taking capacity, and fraternity amongst the Diploma Engineers:
(a) No state unit or no office bearers of AIFODE whispered any negative remarks against allotment of peace of land for FORDE building.
(b) Erstwhile President AIFODE Er. Satnam Singh Dhanoa and Secretary General Er. R.K. Singh did not leave any stone unturned for the same. We will remain ever grateful to them.
(c) Er. J.S.Jaggi from Jammu donated a sum of Rs. 1,10,000/- for construction and still ready to donate even more for 2nd storey of the building.
(d) Er. Manamohan Rajbonsghi, the sitting Secretary General of AIFODE donated Rs. 57,000/- and set of computer worth Rs. 21,000/- in person.
(e) U.P. members as in the past, donated more than 1/3rd of the total collection which come to be Rs. 10,42,983/-
(f) State of Assam donated Rs. 4,59,111/- in cash. This could happen only due to unquenchable thirst of Er. Rajbongshi.
(g) Building Committee Chairman Er. R.C. Srivastava and Vice Chairman Er. Lala V.K. Prasad & Er. R.P. Yadava devoted their time for construction of the building.
(h) Sri. Vishal Kumar, Office Secretary & Sri. Rakesh Kumar of AIFODE kept a sharp vigil during construction of the building.
(i) Total amount so collected came to be Rs.31,16,438/-
(j) Er. R.K.P. Verma,the Finance Secretary kept his account updated and operated carefully. The account was primarily opened in State Bank of Patiala, sector-1, Noida in 2015 which merged in State Bank of India in the year 2017.
Organizational Activities of FORDE
The adhoc committee was working under the Presidentship of Er. S.S. Dubey and Secretary General Er. S.R. Raje. The Forum was registered on 24th April 2015 with the continuous efforts of the President and Secretary General, FORDE. After the sudden demise of Er. Raje on 22.06.2015 Er. R.C. Srivastava was nominated as Secy General of FORDE.

1st Council Meeting of FORDE-India
The ist national Council of Forum of Retired Diploma Engineers was held on 22nd may’ 2017 at Dutt Bhawan, Delhi. Hon’ble Tribal Affairs Minister Sri Jual Oram Ji was the Chief Guest on the Occasion, Secretary JCM (Staff Side) Er. S.G. Mishra, Padam Shri Er. Brahm Dutt and Er. S.P. Mohnaty, Patron, Er, F.C. Jain, Advisor, FORDE, Er. R.K.Singh, President and Er. Manamohan Rajbongshi, secy General, AIFODE participated as a Special Guests. Councillors of state units and family of Late Er. S.C. Raje ji were amongst the notable participants.
Er. Manamohan Rajbongshi declared all the contestants elected after the nod of the house.
Er. F.C. Jain, Advisor, FORDE administered the oath oto the elected members.
7th Central Pay Commission
AIFODE and FORDE-India jointly attended the oral interview and meeting with the Hon’ble 7th CPC on 30th Jan.’2015. These two instances are the milestone in the initial run of the FORDE. AIFODE along with the FORDE jointly exercised their efforts for Seminar, dialogue and other means of communication before outcome of the 7th CPC report. The authority in power did not paid their attention to redress our problem. The two formulae were suggested by the 7th CPC for fixation of pension of retired employees but first formula was kept pending and handed over to the committee constituted by the Govt. of India for further consideration. After that so many orders regarding pensioners and family pensioners were issued by the Govt. of India including one rank one pension for civilian pensioners also. Similar order for fixation of pension were also issued by some states. But most of the state Governments have not issued the above order for their pensioners till date.
